The denounced one for an infraction or fine can present defense submissions in order to appeal against the sanctioning expedient in case of disagreement. It is convenient to attach documents that justify the arguments stated in the defense submissions.
These defense submissions have to be presented in the offices of the Unified Access Service (SAU), or register at electronic Register.

La Ley 39/2015, de 1 de octubre, del procedimiento común de las Administraciones públicas, en su artículo 14.2. cita a los sujetos obligados a relacionarse electrónicamente con las Administraciones públicas. Asimismo, la Ley reconoce el derecho de las personas físicas a escoger en todo momento si se comunican con las administraciones a través de medios electrónicos o no, a menos que estén obligadas a relacionarse a través de medios electrónicos con las Administraciones públicas. El medio escogido por la persona para comunicarse con las Administraciones públicas podrá ser modificado por la persona física en cualquier momento.
